Preheat oven to 400°F. Slice peppers lengthwise, keep stems for presentation but remove ribs and seeds. Pat peppers dry with paper towel.
In a bowl mix goat cheese, cream cheese, 1 tbsp. honey, garlic, salt, pepper, and a pinch of red pepper flakes.
Fill each pepper with cream cheese mixture using a spoon or piping bag. Arrange peppers on a parchment lined-tray. Drizzle with olive oil. Bake 18-20 minutes until edges char, and cheese turn golden.
While peppers bake, simmer balsamic vinegar and 1 tbsp. honey in a saucepan until thickened(5-7 mins).
Drizzle glaze over warm peppers. Garnish with herbs and extra pepper flakes.
